LIPA’s 2023 Integrated Resource Plan
Please note that the 2023 Integrated Resource Plan (2023 IRP) was previously entitled the 2022 Integrated Resource Plan (2022 IRP) but was renamed to match the year of release.
PSEG Long Island, as agent of and acting on behalf of LIPA, developed the 2023 Integrated Resource Plan (2023 IRP) for Long Island’s, including the Rockaways’, power grid, and the final results were presented by LIPA’s Staff to its Board of Trustees (BoT) on November 15, 2023. The 2023 IRP builds on previous work and identifies the actions needed to continue the path towards compliance with New York State’s nation-leading clean energy legislative goals.
The 2023 IRP Summary Guide is now publicly available, and members of the public are invited to provide additional comments as instructed in the Public Comments section below.

LIPA previously held a 30-day public comment period on LIPA’s Draft IRP Scope of Work, which started on June 23, 2021. LIPA received 18 comments on the proposed scope of work (SoW). These public comments and LIPA’s formal responses can be found here. The IRP Scope of Work was approved by LIPA’s BoT on September 22, 2021.
Background & IRP Objectives
In July 2019, New York State enacted one of the most aggressive clean energy and greenhouse gas reduction laws in the country, the Climate Leadership and Community Protection Act (CLCPA), which includes, among other goals: a requirement that 70% of electricity consumed in the state by 2030 be produced from renewable energy; the development of 6,000 MW of distributed solar by 2025, 3,000 MW of energy storage by 2030, and 9,000 MW of offshore wind by 2035; and 100% zero-carbon electricity generation by 2040.
CLCPA requirements will have a significant impact on the supply and demand of electricity in Long Island and in the rest of New York State. LIPA’s IRP built on previous work and sought to examine the impact of CLCPA requirements, and other potential electricity market changes, during the study period of 2023 – 2040. The IRP resulted in an action plan for the period through 2030 and recommended key actions and investments needed to meet state goals, while continuing to meet the electricity needs of its customers reliably and cost-effectively.
Key objectives for LIPA’s IRP included:

The IRP analyzed options and recommended a pathway for transitioning the existing Long Island system to a clean energy grid, in compliance with New York State’s CLCPA targets, in a reliable and cost-effective manner.

In accordance with CLCPA targets, the IRP examined how LIPA can transition Long Island from near total dependence on fossil-fuel fired resources to a renewable grid.

LIPA’s resource mix will be increasingly dominated by intermittent renewable energy. By the end of 2022, LIPA will have ~800 MW of solar resources. With NYRSEDA’s offshore wind awards and the South Fork Wind project, LIPA anticipates ~2,300 MW of offshore wind injection into the Long Island grid by 2026. The IRP also examined the amount and timing of flexible resources that will be needed to integrate these intermittent energy resources.

Beneficial electrification refers to the transitioning of customer fossil–fueled products, such as transportation, heating, gas stoves, etc., to electric. The IRP evaluated the impact of beneficial electrification on Long Island’s electric load.

The CLCPA requires that a minimum of 35% of the benefits from investments in transitioning to clean energy and energy efficiency programs be realized by disadvantaged communities. The IRP examined the impact of IRP-driven decisions on disadvantaged communities, designated as such by New York State.
