History of the 2021 Off Island Capacity RFP
On December 14, 2021, PSEG Long Island, as agent of and acting on behalf of LIPA, issued a request for proposals, the “2021 Off Island Capacity RFP”, to acquire up to 345 MW of installed capacity electrically located in the Rest-of-Pool Capacity Zone of the New England Control Area. The Contract Capacity may be provided by aggregating capacity from more than one generating resource. The minimum Contract Capacity that may be offered in this RFP is 1 MW of ICAP in aggregate. The requested capacity, when combined with LIPA’s transmission rights associated with the Cross Sound Cable, is intended to be qualified by LIPA as Unforced Deliverability Rights (“UDRs”) in the New York Independent System Operator (“NYISO”) capacity market and will contribute to meeting LIPA’s “on-Island” installed capacity obligation.
